Mr. Houseman is the Lead Professional Land Surveyor in the CPWG Branson office. He has 35 years of surveying experience covering a wide range of municipal and commercial projects. He is highly skilled in Field Supervision and has completed multiple survey contracts in the Northwest Arkansas and Southwest Missouri area. He is an active member of the Missouri Society of Professional Surveyors, the Arkansas Society of Professional Surveyors, and the National Society of Professional Surveyors. Jack is also skilled in Condominium, Land Planning, and Development as well as Flood Plain Management
Mr. McSwain currently serves as department head for Madrid CPWG’s Construction Engineering Inspection (CEI) and Materials Testing department and Madrid CPWG’s laboratories. He supervises staff and evaluates budgets and proposals for testing and inspection work for FDOT, other government clients, and private enterprises. During his more than 14 years with Madrid CPWG, Mr. McSwain has served as a project manager, performing and overseeing the successful completion of a myriad of geotechnical investigations and construction inspection projects. He maintains a close working relationship with the FDOT as well as representatives from multiple local municipalities.
Ms. Yaima Ballester, has 15 years of civil engineering experience, including extensive international experience. She is a skilled project manager, working on numerous projects in Havana, Cuba and Quebec, Canada. In previous positions she has been responsible for engineering design of roadways, retaining walls, site grading, stormwater drainage, sanitary sewer, and water distribution systems and necessary permitting for residential, commercial, and industrial land planning and development projects.
Ms. Ballester is skilled in stormwater management modeling, design, and programming including storm sewer; channel; and pond design to fit both municipal code requirements and project development budgets. She is experienced in the design and inspection of on-site subsurface sewage treatment systems in accordance with municipal regulations. As a project manager, she is familiar with managing the tracking and implementation of preparatory, initial, and follow-up control phases and has implemented procedures to tracking construction design and construction deficiencies including acceptable corrective actions and verification that the deficiencies had been corrected.
Mr. Núñez has over 40 years of experience as a Transportation Engineering consultant. Mr. Núñez has served as Principal-In-Charge, Program Manager, Project Manager, or Project Engineer on many projects related to transportation, traffic, ITS planning, studies and. He has expert knowledge of ITS, signalization, signal systems, parking, vehicle and pedestrian safety, highway design and operations, area-wide and sub-area transportation planning studies, site development planning, and design as well as traditional and design-build project deployments. Mr. Núñez has been recognized many times for his outstanding abilities as an engineer. He has served for over a decade as a Gubernatorial Appointee to the Tampa Bay Regional Planning Council and has served on the board of directors and as President of the regional chapters of the Florida Engineering Society (FES) and the American Society of Highway Engineers (ASHE), and was selected by both as their Engineer of the Year. Mr. Núñez was awarded the 2003 National Pioneer of the Year by the Society of Hispanic Professional Engineers and in 1999 was recognized and inducted into the Academy of Distinguished Engineering Alumni by Georgia Tech.
Mr. Roland Raymundo is a Senior Project Manager with 32 years of diverse engineering and proven public works experiences. He has a wide range of civil engineering experience in planning, design, construction, and operation of public works infrastructure projects. Extensive knowledge and skills in handling state and federal grant programs, permitting and environmental requirements, acquisition of public right-of-way, and easements. In a previous position, Mr. Raymundo was responsible for the management of numerous types of infrastructure projects from planning to construction completion. He was heavily involved in FEMA’s Flood Insurance Program, Community Rating System (CRS), hurricane preparation and damage assessment, as well as FEMA and other Federal grant and mitigation programs.
Mr. Potter’s professional qualifications include an MBA in international business and finance with over 22-years of professional experience in Florida practicing transportation engineering and roadway design as it relates to both state and local municipality roadway design projects. Past engineering experience includes traditional roadway design, Alternative Delivery Roadway Design, RFP Contract Scoping, Project Development and Environmental Services, Traffic Engineering, Transportation Planning, Maintenance of Traffic Design, Drainage Design, Safety Assessments, Traffic Studies, Right-of-Way Analysis and Acquisition Assistance, Environmental Permitting and As-Built Construction Inspection.
Mr. Rukholm is a Florida Registered Landscape Architect and International Society of Arboriculture Certified Arborist. He has over 20 years’ experience working in both the private and public sectors. His focus has been on the design of parks, streetscapes, shoreline restoration, and commercial developments for which he has produced tree protection plans, landscape plans, and efficient irrigation system designs. Mr. Rukholm has been involved in all steps of the landscape design process from master planning, initial concept layout, and public consultation to the production of working drawings, specifications, bidding documents, and landscape maintenance requirements.
Mr. Clark’s 20 years of experience in construction and construction project management make him a welcome addition to the team. He is a skilled Project Superintendent and Construction Inspector that has worked with city municipalities on civil engineering projects including parks, roadway bridges, and temporary dam construction. He has utilized application engineering to design, develop, and implement commercial water treatment applications in response to customer needs. In addition to his talents in new construction, he is well versed in commercial building demolition.

Mr. Passe has over 38 years of experience in the field of geotechnical engineering and materials testing, 13 of which were spent working directly with the Florida Department of Transportation. He spent four of those years as District Geotechnical Engineer, responsible for the assignment of project managers in design and construction, and the other nine as the State Geotechnical Engineer, acting as Senior Reviewer and troubleshooter for projects statewide as well as providing guidance and leadership for geotechnical policy and procedures for the FDOT. He has also given numerous presentations for the FDOT at conferences and seminars and helped develop geotechnical-related specifications and training courses. Mr. Passe serves on Geotechnical Institute, Transportation Research Board, and National Cooperative Highway Research Program task forces, committees, and panels.
Mr. Arenas has worked in the drilling industry since 1985, doing both Environmental and Geotechnical drilling. His experience includes running the day-to-day office and field operations, customer relations, Implementing Health & Safety, project and crew management, and equipment maintenance. He is responsible for safe, efficient project completion. He orders, loads, and mobilizes materials and equipment to project locations. He also organizes ordering of special and rental equipment, monitors daily drill logs, corrective actions.
Mr. Jordan serves Madrid CPWG as Chief Structural Engineer and Sr. Project Manager. His responsibilities include technical review and oversight of engineering projects and design activities; provides leadership to technical and support staff; serves as project principal; training of technical staff; and assists with formulation, development, and implementation of marketing strategies for the firm. Mr. Jordan has been certified as an expert in litigation and provided expert witness services and testimony in numerous right‐of‐way acquisition and condemnation cases, construction claims, and product liability cases, design errors and omissions, structural damage, and others.
Mr. Delashaw is a Madrid CPWG Principal. He is the project principal and/or technical lead for most private-sector geotechnical projects performed by Madrid CPWG. His primary experience includes project management, contract management, and technical direction of geotechnical engineering projects, geotechnical field investigations, and analyses for numerous public and private sector clients. He is responsible for staffing and resource management and reviewing engineering evaluations for geotechnical investigations in addition to numerous subsidence investigations. He often provides expert witness testimony on forensic projects and is in responsible charge of numerous soil stabilization projects.
Much of his over 30 years of geotechnical engineering experience has been gained from working on projects in the areas of dam design and evaluation; shallow and deep foundation systems; earthworks and site development; soil improvement techniques; specialty soil sampling; sinkhole investigation, evaluation, and stabilization; roadway soil surveys; pavement design; and various pipeline projects, including the use of trenchless construction technologies.
April has 20+ years of experience in the Human Resource field in various roles to include Human Resource Manager, and Human Resource Sr. Business Partner. April has worked for companies to include Lowes at a regional HR level, helping to facilitate the opening of many of our Bay Area Lowes in the Tampa Bayt area. She has extensive knowledge in the handling of all aspects of Employee Relations, OSHA, Workers Compensation, Unemployment, Benefits Administration, and much more that falls under the HR umbrella in the workforce. she is married and has one son and a proud Florida Born Native. She enjoys her off time, Scuba diving, gardening, and spending as much time with family that time allows.
Ms. Tarte is a Madrid CPWG Principal and founding member of CPWG. Ms. Tarte is responsible for the day-to-day business operations of the company including hiring decisions, facilitating banking relationships, facilitating legal relationships, reviewing, and executing all legal agreements and contracts, preparing, and reporting all financial records, obtaining, and maintaining all insurance, business licenses, and professional licenses and functioning as the Human Resources Director.
Ms. Tarte also supervises the Chief Financial Officer responsible for performing all accounting functions relating to the operation of the company including project costing, budgeting, invoicing, payables, receivables, payroll, and monthly and annual financial statement preparation.
Ms. Bates has 20 years’ experience providing landscape architectural services. During this time, Ms. Bates designed and managed a range of projects including parks and recreation, community planning, site planning, healthcare facilities, urban design and streetscapes. Previous park clients include Orange County, Lake County, Marion County, City of Orlando, Celebration and Walt Disney Imagineering. Other clients include Orlando Regional Health Center, Florida Hospital, Marriott, and Baccarat Resort Community.
Mr. Daniels is an experienced utility professional with 36 years of experience. He has a proven record of teamwork, leadership, and construction processes. He has experience as both a Senior Construction Technician and Senior Construction Designer. Mr. Daniels is a skilled designer of underground and overhead power distribution facilities. His responsibilities on other utility projects have included coordinating with other utilities affected by facility changes, easement acquisition, customer service, assistance with disaster recovery, and coordinating crew scheduling to meet customer needs. He was the Chairman of Empire Lighting Committee and a committee member for restructuring Empire’s design standards
Mr. Rob Gregg has over 40 years of experience in the public transportation field including senior management positions with transit agencies in Tampa, Florida; Sacramento, California; and Orlando, Florida. He was the Program Director of the Transit Management and Innovation (TMI) Group at the Center for Urban Transportation Research (CUTR), located at the University of South Florida (USF). He has a broad base of expertise including such areas as transit management, financing, planning, operations, marketing, paratransit, procurement, grant development and compliance, major capital investments, technology development, and system evaluations.
Ms. Rudd has over 25 years of experience in the transit field, including 22 years in transit project management with the Florida Department of Transportation (FDOT) District 3. During the tenure with FDOT, Kathy managed more than 10 different state and federal programs to in include Transit Corridor, Service Development, Commuter Assistance, Park and Ride, Urban Block Grant, FTA Section 5311 Non-Urbanized, FTA Section 5310 Persons with Disabilities, FTA Section 5317 New Freedom, FTA Section 5316 JARC, and FTA Section 5303 Planning. This included working with 16 counties and 4 metropolitan (TPO) areas along with Planning Councils, West Florida Regional Planning and Apalachee Regional Planning.
Mr. Michael Trawick has over 36 years of experience in Construction Engineering and Inspection. He is skilled in the areas of soils and construction materials testing, threshold/building inspection representation, foundation inspection (including piles), deep soil stabilization, post tension inspection, storm water and utility installation, asphalt paving inspection, pile driving monitoring, pre-stress inspection, FDOT independent and assurance testing and construction engineering inspection, and construction management.
Mr. James Golden is highly experienced professional in the pavement management and IT industries. He is the founder and CEO of the Pavement Management Group (PMG), which was initially founded under the name JG3 Consulting in 2011. Prior to that Mr. Golden had a 14-year career managing and directing pavement management projects for a local engineering firm. In January of 2017, James re-branded JG3 to The Pavement Management (PMG) to provide turn-key pavement management and engineering solutions to the public and private sectors, nationwide.
As the head of two professional service based consulting firms, James believes his mission is to provide the highest level of Pavement Management, Business Management and IT Management services and support to our clients while building lifelong business relationships.
David E. Greene, has 27 years’ experience in the Building, Construction, and Engineering field. Although his primary specialty is as an electrical engineer, he has extensive design, project management and utility management experience working with the Coastal Communities of Florida.
David is also an Association of State Floodplain Managers Certified Floodplain Manager (ASFPM) and Building Plans Examiner. He has served as Utility Division Manager and Project Manager for Municipal Public Works organizations, as well as the lead Electrical and Controls engineer for plant design and expansion.
Mr. Hass is a construction professional with 32 years of general contracting and project management experience. Overall management accountability and technical expertise in all aspects and phases of construction to ensure profitability and on-time project delivery. From client presentations, preconstruction planning and value engineering through scheduling, project team coordination, budget control and reporting, quality assurance, turnover, training, closeout and warranty fulfillment. Greg is highly skilled in financial analysis, problem-solving, contract negotiations, written and verbal communication.
Mr. Stalzer is a Principal and the Land Development Division Leader. He has 28 years of experience working with all aspects of plan development and design. His projects include site design, water and wastewater treatment design, stormwater management including detention basin design, erosion and sediment control design, pump station and pipeline design for sanitary sewer, water storage and distribution design, deep wells, hydrologic modeling and grading for a variety of residential, commercial and light industrial projects. He also has extensive experience coordinating with local, state, and federal agencies for regulatory compliance and permitting.
He has extensive experience developing accurate final budgets, construction contracts, schedules and bid forms for all phases of construction. He routinely processes contractor pay applications and provides construction inspection/quality control services. He has coordinated with local, state, and federal agencies for regulatory compliance and permitting in both Florida and Missouri.
Mr. Tarte is the Madrid CPWG Chief Executive Officer and a Principal. He has over 30 years of experience leading companies in the Consulting Engineering Industry. Mr. Tarte is responsible for the overall operations of Madrid CPWG with specific emphasis on driving corporate culture, assuring the application of its Core Values, and leading the Vision of the company into the future.
Mr. Tarte has an extensive technical background and has developed and managed programs and projects with municipal, state, federal agencies, and private corporations. Mr. Tarte has managed projects throughout the United States including public agencies such as The Army Corps of Engineers, The US Fish and Wildlife Service, National Park Service, and the US Geological Survey. Mr. Tarte has also worked with numerous State agencies such as Departments of Transportation, Departments of Environmental Protection, and hundreds of projects for municipal and county jurisdictions.
Among other duties, Mr. Tarte oversees the company’s ownership position in Pavement Management Group, LLC, The RAM Professional Group, LLC, and its joint venture activity in the federal and construction markets.
Mr. Chandler is a Madrid CPWG Associate Principal and the Central Region Practice Leader. He has over 15 years of experience in the areas of transportation, municipal, and land development, with an emphasis on major highway and site development projects. His experience includes work in the areas of geometric design for transportation projects, roundabout design, intersection design, site development, as well as stormwater analysis, utility coordination, and construction management.
Mr. Chandler works in our Branson, Missouri office. He is a licensed professional engineer in 15 states including Missouri, Arkansas, and Florida. Todd has successfully completed numerous projects in each state. He is a committee member involved with several groups for the American Council of Engineering Companies (ACEC). He prides himself on delivering high quality, practical designs.
Ms. Grace Harrison is a Madrid CPWG Associate Principal. She has 33 years of experience specializing in landscape architectural design, project management, public involvement, and feasibility studies. She is a Registered Landscape Architect with a solid background in all phases of site development from concept and visioning through construction documentation, making her a valuable asset to any team. Ms. Harrison is knowledgeable in conducting site inventories, preparing site analyses, developing site layout plans, developing specifications, creating final construction installation instructions, inspecting and reporting landscape installation processes, as well as providing quality control.
Mr. Alderman is a Madrid CPWG Associate Principal and the CPWG Constructors North Florida Area Leader. He has 24 years of experience in the Florida transportation planning community, including 15 years of experience in transportation project management and planning with the Florida Department of Transportation. Jason has managed transportation corridor studies, master plan updates, growth/development studies, and policy updates in both public and private practice. He also oversees a vibrant CPWG Constructors Team that is actively working on municipal, commercial and residential projects in Northwest Florida.
Mr. Hart has over 25 years of experience primarily working on Florida infrastructure projects. His experience includes projects for multiple municipal, transportation, water management authorities, and private sector clients across the state. He has a unique blend of construction management, engineering design, and overall program management experience that facilitates individual projects and the overall programs for owners and clients. Over the years he has multiple continuing services contracts for a variety of clients. He also has a strong track record of design-build project delivery and is a certified DBIA Professional. Mr. Hart uses this experience to forge successful partnerships with owners, consultants, and contractors, as well as to provide owners with efficient and constructible plans. He has served on projects for every FDOT district and he has accumulated experiences on projects throughout the United States.
James “Tommy” Barfield, PE, is an Associate Principal and FDOT Division Leader for CPWG. He has over 34 years of management in multimodal planning and transportation design experience. In his role, Tommy will focus on expanding our business with the Florida Department of Transportation (FDOT) statewide and County and Municipal governments across North Florida. As a former district secretary for (FDOT), Tommy has overseen projects that have been critical to the sustainability of Florida’s transportation infrastructure and growth. He was also responsible for an annual budget of one billion dollars and over 600 employees.
Larry D. Madrid, P.E., D.GE has extensive experience in the fields of civil and geotechnical engineering and environmental science. He has been an Academy of GeoProfessionals, Diplomate of Geotechnical Engineering since 2012, and has had technical and managerial responsibility for a wide range of multidisciplinary infrastructure projects. His professional experience centers in Polk County where he is a recognized leader in development on mined lands. He has managed senior and staff-level, multidisciplined personnel including engineers, geologists, hydrogeologists, field and laboratory technicians, drillers, CADD designers, and environmental scientists.
Mr. Madrid is a specialist in the geotechnical and environmental needs in central and south Florida, having been involved a broad range of technical activities such as foundation design, embankment design, surface and groundwater hydrology, test pile monitoring, turbidity testing, construction monitoring, and investigating sinkholes. He has conducted or supervised over 3000 geotechnical explorations and has over 35 years of engineering experience on projects in Florida, South Carolina, Louisiana, Mississippi, Colorado, Utah, and Wyoming.
Greg Recker is the Chief Operating Officer with Madrid CWPG. Greg started in October of 2020 and brings 30 years of experience. His experience began as an officer in the US Army, but he also has vast civilian experience working in capacities of Engineer, Vice President of Engineering, Business Development, Field Operations, and Product Management, mostly in firms specializing in Department of Defense work. Greg brings his love of Engineering and Business together as he is in charge of the Day to Day Operations of Madrid CPWG. While most of what Greg does is often behind the scenes, it is still extremely important that Madrid CPWG lives up to its #1 Core Value: Clients First.
