Madrid CPWG Engineering Group, Inc. (Madrid CPWG) worked with Jones Edmunds, the designer of record, for the Phase V Expansion of the Polk County North Central Landfill (NCLF) adjacent to the Polk Parkway in Winter Haven, Florida. The 30-plus acre municipal landfill has a double bottom liner system with three leachate collection systems. Three new landfill cells were proposed and one cell partially covered an existing Class III cell.

Madrid CPWG Approach

The site posed several challenges, including excavation of pockets of yard waste and excavation/re-compaction of very loose soils that were excavated and backfilled without compaction in the past. “The liner performance is dependent on a solid foundation that will not settle excessively or differentially under high loads. We needed to get rid of compressible material that could cause localized settlement in the long run. It’s was an interesting and challenging site”, said Larry Madrid, Soils Construction Quality Assurance (CQA) Officer for the project. The excavation of excessively loose material required digging significantly below the water table, and although the construction began during the ”dry” season, it was anything but… the El Nino pattern dumped rain on the project, causing delays each of the first 8 weeks.

Madrid CPWG found deleterious soil conditions that would be problematic for the future settlement of the landfill. The excessive settlement could compromise the liner system which would be a very expensive repair and could also make the landfill unusable during such repairs. Madrid CPWG was able to delineate the deleterious soils as well and provided a plan with locations and depths to excavate and replace with compacted soil. This will provide the County with peace of mind that settlement of the soil below the liner system will not be excessive and the liner system should provide a full lifetime of use.
