Madrid CPWG completed a soil and groundwater quality assessment in accordance with Ch. 62-762, FAC for Clear Springs Land Company.  Issues were initially discovered with soil and groundwater quality during a Phase I and Phase II Environmental Site Assessment by others earlier in 2020.

Madrid CPWG Approach

In order for the property to be in compliance, and as part of the sale of the tank, Madrid was retained to address fuel-affected soil and groundwater quality issues with regards to a 12,000-gallon diesel fuel tank.

  • Soil quality was addressed by excavating and thermally treating fuel-affected soil.
  • A monitor well was installed at the location
  • A groundwater sample was collected and submitted to a NELAP-certified laboratory.
  • Soil and groundwater quality data were presented to the Polk County Health Department.

The final report stated that although certain fuel-related parameters were present in the soil and groundwater, none of these concentrations were at or above concentrations that require ongoing monitoring or remediation.  Ultimately, a finding for “No Further Action” was issued by the Florida Department of Environmental Protection (FDEP).

Madrid CPWG Benefit

The project was completed using 55% of the original budget and was completed ahead of the statutory schedule.  The status of the tank was re-set by the FDEP as being “in compliance” and “closed”.
